According to Josep Borrell, the EU’s High Representative for Foreign Affairs and Security Policy, Russia should foot the bill for Ukraine’s rehabilitation.
At the Spanish “La Toja” forum on Thursday, Borrell said, “The most essential thing is to think about how to restore Ukraine, and without a doubt, Russia will have to pay for this.”
Borrell asserts that in order to reconstruct “the security system in Europe,” it is necessary to put an end to the war.
”
Borrell also thinks that it will be “extremely difficult” to negotiate with the Russian government after the war over Ukraine is resolved.
