Does the attack that ISIS adopted in Iran mean that there is a branch of the organization there?

ISIS adopted the attack in Iranian Shiraz before the original version, according to Mina Al-Lami, a specialist on the operations of extremist organisations.
Al-Lami claims that the false version implies that the group announced a distinct “branch” of Iran, which was not suggested in the initial indictment.
The introduction of a branch of the organisation in Iran is described in the phoney version as having a distinct background and being in the “Fares Province.”

However, the central organization’s copy did not state that an Iranian branch of the organisation exists.
The analyst continued, “The last ISIS attack in September 2018 was at a military parade in the city of Ahvaz.”
This attack was claimed by the “Khorasan State” group, which primarily operates in Afghanistan.

According to Reuters, ISIS claimed responsibility for the attack on a “Shiite shrine” in the Iranian city of Shiraz, which left 13 people dead and more than 40 injured.

Does the strike ISIS launched in Iran indicate that the group has a presence there?
