There are now at least 3 Chinese police service centers in the Greater Toronto region, which are believed to be used to pressure some people, according to a report issued by Safeguard Defenders, an international human rights group based in Spain.
The Fuchu Public Security Office has opened 30 police service centres abroad in 25 locations across 21 nations, according to a report by the Human Rights Protection Group.

According to the Chinese government, from April 2021 to July 2022, 230,000 Chinese citizens were persuaded to return to China and face criminal measures in China on suspicion of fraud and electronic fraud.
Human rights advocates claimed that this rise is related to the expansion of police stations abroad that was previously highlighted.

Governor Michael Chong remarked that the Chinese government has added these police service facilities to its arsenal of tools for applying pressure to Chinese dissidents residing in Canada.
Sheng Xue, a writer and journalist from China who experienced online persecution from the Chinese government, has voiced her displeasure and worry at the opening of a police service centre a short distance from her home.

According to sources, the duties of the Police Service Center are comparable to those of the Public Security Office on the mainland, including the replacement of identity cards when their validity expires, traffic control, family registration, access, and exit.
Early in 2022, the Public Security Office of Fuchu also set up an external 110 alarm platform.
110 is China’s primary landline warning number; outside, 110 also contains phone, WeChat, and email alarms.

According to the Canadian Royal Khynd Police, they are looking into possible criminal behaviour at the Chinese police service centres.
