Khaled al-Mashri, the head of Libya’s Supreme Council of State, declared on Sunday that the holding of elections will only take place if a “unified” national administration has been formed that governs the entire nation.
Al-Mashri charged that the Abdel Hamid Al-Dubba-led government of national unity was “not striving to hold elections” in the nation.

The State Council chose not to meddle in the selection of the Supreme Court’s chief justice and public prosecutor, he noted, stressing that “this is what happened.”
The most recent agreement between the leaders of the Parliament, Aqila Saleh, and the Supreme Council of State, Khaled Al-Mashri, to consolidate the executive branch and distribute sovereign positions in the nation before the following year, was rejected by Al-Dubba.

Given that the political and military parties in the capital city of Tripoli have rejected this agreement, this disparity in stances draws attention to the challenges that could obstruct the execution of this agreement or the commitment between the Mashri and Saleh, whether it relates to changing the executive authority or allocating sovereign positions.

It is noteworthy that the file on sovereign positions is one of the most contentious among Libyan leaders due to the divergent opinions on the methods, techniques, and standards for choosing and allocating these positions, as well as the names proposed to fill these sovereign positions.
