Deputy Secretary of State for European and Eurasian Affairs Karen Dunefred stated that Washington wanted to provide Kiev a powerful negotiating stance when talks between Russia and Ukraine began. In order for negotiations to begin, we want to make sure Ukraine is in the best possible position.
