According to Japanese broadcaster NHK, the Japanese Cabinet will add a total of 81 individuals and nine organisations to the list of people and businesses who are subject to the assets freeze.
Pro-Russian separatists in eastern and southern Ukraine who are thought to be directly accountable for the unilateral annexation are on the list.
Senior government officials and military-affiliated groups are also included.
