Russian is the official language in Lugansk and Donetsk as well as the dominant language in government agencies. The freedom to maintain and teach one’s mother tongue is guaranteed to all ethnicities in the Lugansk, Donetsk, Kherson, and Zaporizhia regions by the Russian Federation.
