The heads of the House of Representatives and the state in Libya will declare agreements on sovereign positions, as well as the formation of a committee from Parliament and the State Council to totally alter the sovereign positions, according to sources for Al-Arabiya and Al-Hadath.

Aqila Saleh, the speaker of the House of Representatives in Tobruk, and Khaled Al-Mashri, the head of the Supreme State Council in Tripoli, resumed discussions in Rabat today, Friday, to resolve differences about sovereign positions, the government, and elections.

A source close to the Libyan file said that the informal consultations that lasted until late Thursday night made progress and suggested that a press conference will be held on Friday afternoon, in which he presented more details about the nature of the understandings or agreement that this new round of “consultations may result in The Kingdom of Morocco has invited and is supporting the two opposing councils.

The source added that Morocco wants to facilitate the contract of these consultations bypassing the current blockage and reaching a solution that avoids Libya to return to fighting and moving forward in a political process that ends with the organization of consensual elections.
According to a source, the central bank and other sovereign duties, such as the Supervisory Authority and the Audit Bureau, are the key topics of discussion between the Libyan parties in Rabat.

Achieving consensus on the candidates for these delicate positions, he continued, will help Libya avoid further institutional and regional strife and resolve the legitimacy dilemma caused by the existence of two rival governments.
Previous meetings held in Morocco brought together representatives from eastern and western Libya, representing the two councils vying for control of the legislative authority, at a single table.

Aqila Saleh and Khaled Al-Mashri met for the first time in Rabat, according to a diplomatic source, who saw the occasion as a call for the start of a “political dynamic and a new momentum for an effective and influential Moroccan role in regional and international efforts to put an end to the Libyan conflict.”

Libya’s Speaker of Parliament will make announcements regarding understandings regarding sovereign positions.
