Libya .. Agree between the House of Representatives and the state to some sovereign positions

News from Al-Madinah: Aqila Saleh, the speaker of the House of Representatives in Tobruk, and Khaled Al-Mashri, the head of the Supreme State Council in Tripoli, reached an understanding on two of the nation’s seven sovereign positions.
Sources confirmed that the heads of the House of Representatives and the state in Libya will announce understandings on sovereign positions, and will also announce the formation of a committee from Parliament and the State Council to completely change the sovereign positions.

Saleh and Al-Mashri continued their negotiations in Rabat on Friday to resolve their differences about sovereign stances, the government, and elections.
According to Al-Mashri, the extent of the crisis in Libya is demonstrated by the separation of its institutions.

An earlier source familiar with the Libyan case claimed that the informal talks, which continued until late Thursday night, had advanced. He also predicted that a press conference would be held on Friday afternoon, during which he would provide more information about the type of understandings or agreements that might emerge from this new round of negotiations.

The source continued, “Morocco aims to facilitate the contract of these negotiations by circumventing the existing blockade, achieving a resolution that prevents Libya from resuming hostilities, and moving forward in a political process that culminates in the organizing of consensual elections.
According to a source, the central bank and other sovereign duties, such as the Supervisory Authority and the Audit Bureau, are the key topics of discussion between the Libyan parties in Rabat.

Achieving consensus on the candidates for these delicate positions, he continued, will help Libya avoid further institutional and regional strife and resolve the legitimacy dilemma caused by the existence of two rival governments.
Previous meetings held in Morocco brought together representatives from eastern and western Libya, representing the two councils vying for control of the legislative authority, at a single table.

A diplomatic source in meeting Aqila Saleh and Khaled Al -Mashri saw the call for a rare meeting between them like this in Rabat for the beginning of a “political dynamic and a new momentum for an effective and influential Moroccan role in regional and international efforts to put an end to the Libyan conflict,” as he put it.
