Regina executive committee votes to move garbage, recycling and compost services to user-pay model

The new green compost container has been launched in Regina, and the city’s executive committee has voiced its opinion on how much they believe people should pay for garbage collection services.
The executive committee unanimously approved a proposal during its meeting on Wednesday that would have property taxes no longer be used to fund the pickup of green, blue, and brown trash cans.
“All of these options are going to cost us more money,” said Ward 8 Coun.

Currently, user fees are added to monthly energy bills to cover recycling, while property taxes cover rubbish.
The revised guidelines call for all waste collection to be subject to user fees, which would cost $0.53 per day for a 240L garbage cart and $0.78 per day for $284 annually.

A 360L waste cart costs 70 per year. These costs apply to all three bins.
Beginning in January 2024, when the new compost cart is introduced, the fees are planned.
Residents will have the option between the present 360-litre rubbish cart or a smaller 240-litre cart for a lower cost as part of the proposal.
City council will have the final vote on the proposal at next week’s meeting.

On Wednesday, the executive committee discussed how the new system will assist prevent waste from going to the municipal landfill and lengthen its lifecycle.
Since 2015, Regina’s trash diversion rate has stayed at around 20%. The city wants to raise garbage diversion to 65% and extend the useful life of the municipal landfill.
According to local administration, a new landfill will likely cost “above $100 million.”
