Josep Borrell, the head of diplomatic relations for the European Union, refused to acknowledge that racism was likened to a “garden” in Europe and a “forest” in the rest of the world.
Borrell attempted to explain his meaning of the word “forest” in a remark on the official website of the European Union, stating that “growing disorder and absence of law in our world is what I meant with the word” forest.

The head of EU diplomacy emphasised that his use of the term “the forest” had no racial, cultural, or geographic connotations. Unfortunately, there are forests everywhere, even now in Ukraine.”
Borrell expressed regret to those who took his words to mean “colonial European centrality,” and continued: “I also had enough experience to know that neither Europe nor the West are faultless, and that occasionally some Western nations break international law.

In a speech he gave earlier at the European Diplomatic Academy’s opening ceremony in the Belgian city of Borouj, President of the European Union Diplomacy Borrell stated that “the distinguished Europe” is a “garden,” and that the “forest” outside of it has the power to intrude on the established European mechanism.

Borrell’s description of this was disputed by Nasser Kanaani, a spokesman for the Iranian Foreign Ministry, who emphasised that “such colonial words are removed from reality, with a new multi-polar world emerging.”
According to Reuters, the UAE summoned the Chargé d’Affaires of the European Union on Monday and demanded an explanation for the “racist” remarks made by the EU president.
