Suspects in 2 unprovoked attacks in Vancouver’s Chinatown wanted on B.C.-wide warrants

Both of the culprits in two distinct unprovoked attacks in Vancouver’s Chinatown this year are wanted on warrants issued throughout British Columbia.
A bench warrant was issued for the arrest of Patrick James Duncan, 44, who was scheduled to appear in Downtown Community Court on October 12.
In a probable hate crime on May 20, Duncan is charged with deploying bear spray on a senior citizen in Chinatown.
An 87-year-old man was bear-sprayed in the face while walking on East Pender Street, according to police, after the suspect made racial remarks to him.

A BC-wide warrant for Duncan’s arrest was issued on August 29 after he was accused with assault with a weapon.
After being later arrested, he was later released on a no-fee order on September 30.
Duncan has a 20-year criminal history in British Columbia that includes convictions for 49 thefts, 14 probation violations, two assaults, and evading legal custody.
Meanwhile, the suspect accused of attacking a longtime Chinatown security guard is also wanted for a second time.

On October 12, when Kevin Aaron Hibbard, 44, was due to appear in Vancouver Provincial Court, a warrant for his arrest was issued.
Harold Johnson, 64, was attacked by Hibbard, who was initially charged with assault; however, the charge has subsequently been increased to assault causing bodily harm.
Police said Johnson was repeatedly punched by a stranger while making his rounds in Chinatown on Aug. 12.
Hibbard was first arrested hours after the alleged assault and released on Aug.

13 on a request with no cost associated.
A B.C.-wide warrant was issued on September 8 for Hibbard’s arrest after it was claimed that he had skipped court.
Hibbard was later taken into custody and again released on an order with no financial obligation on Sept. 13..
