The Speaker of Parliament, Nabih Berri, decided to postpone the session till 11 o’clock following the presence of 71 deputies within the public hall after the opening of the parliament session was delayed for almost 10 minutes due to the quorum not being reached inside the hall.

Following the lack of the necessary legal quorum, Berri then decided to postpone the election session for the new president until the 20th of this month.
After a clear winner did not emerge during the first session on September 29, Parliament has now failed to elect a new president of the state twice.
The September 1 start date for the constitutionally mandated presidential election period will end on October 31.

Culturally, the President of the Republic is chosen by the votes of two-thirds of the entire members of Parliament, or 86 deputies, in the first session and by an absolute majority, or 65 deputies, in the second session.
