City of Regina assessing funding options for green compost bins

By 2023, all Regina residents can anticipate having green carts installed in their houses.
The new food and yard waste service will launch in late 2023 and function similarly to the city’s present garbage and recycling services.
The compost bin has been a part of a two-year pilot project in a number of villages near Regina.

Regina City Council is currently thinking about how people would pay for the expanded trio of curbside waste services as launch preparations continue to advance.
Residents currently pay for the two curbside pickup services in various ways. While the brown cart service for garbage is paid for by property taxes, the blue cart recycling service is charged as a user fee on the city’s utility bill.
The city council was given a choice between four possibilities.

The costs of all three services are paid for by property taxes under the third option, as opposed to the first two choices, which combine user fees with property taxes. The user fees would pay for all three services in the fourth option.
As of this Thursday, the administration is advocating that all three collection services—garbage, recycling, and trash—be paid by user fees that appear on city energy bills.

The user charge concept, if adopted, would give households a choice between two garbage cart sizes: the 360-litre one that is currently most common or a smaller 240-litre alternative that is available for a lesser fee.
The City of Regina stated in a press release that “the recommended financing policy is meant to encourage waste reduction and garbage diversion.” Less trash means lower costs for residents. Residents are also given more precise information about the expenses of garbage services thanks to user fees on energy bills.

On Wednesday, October 19, the executive committee will review the curbside waste collection funding policy. Before going into effect, the policy must be discussed and approved by the council at a subsequent meeting.

The City of Regina is looking at funding possibilities for green compost containers.
