Putin asserted that the referendum that took place in the regions of Ukraine where people cast their votes led to the announcement.
Zaporozhye, Kherson, Donetsk, and Luhansk in Ukraine were annexed by Putin to Russia.

The leaders of the four Moscow-aligned regions came in the Kremlin earlier on Friday, according to the Russian publication “Kommersant,” in advance of the signing of accession agreements with Russia.
Attacks against any region of Ukraine that Russia is preparing to invade would be seen as acts of aggression against Russia itself, according to the Kremlin.
As part of its efforts to annex 4 regions of Ukraine, Dmitry Peskov, the spokesman for the Kremlin, informed reporters that Russia will “by law” annex territories of Ukraine that are not now governed by Russian soldiers.
